Here on Earth, cloud formation at such heights is not possible due to the air being so thin at such altitudes. This is in fact proven by the tremendous dust storms that occur on Mars from time to time. In many instances, orbiting space craft have snapped hundreds of pictures depicting these violent storms, which totally obscure the surface features. If there is no wind and air creating these conditions, then what could it be? BTW, as regards one of your 'arguments' for a lunar atmosphere, the LEM used a hypergolic fuel, the kind which produces few visible exhaust products.
