Bharatiya Navanirman Aandolan For Development of Modern and Progressive India Nation

We, hereby invite different political & Social Groups and activists to join us

for Bharatiya NavNirman Aandolan (BNA). This is the first mail of a series of

mails we shall be sending for propogating our philosophy and action plan.

 

BNA is a movement with clear philosophy and action plan for facilitating

development of modern and progressive Indian Nation.

 

The movement is all about Re-engineering and Re-construction of social &

political processes to bring them in synch with modern developments.

 

The first phase of the movement is expected to take up to five years and shall

conclude with total revamp of political system in India.

 

During this phase we shall set up People's Representatives Congresses at

National, Regional, District, Town and ward levels. These congresses shall be

formed with representatives from representative associations and organizations

of different sections of society. The congresses shall elect executive

committees from among themselves to lead the citizens from their respective

areas. This arrangement shall provide an alternate path for development of new,

progressive and professional political leadership in India.

 

The proposed structure is very important as it shall have wide and deep

representation from various sections of society. It shall also be able to

provide leadership in times of social and political crises.

 

Constitution of congress at National Level, National People's Representative's

Congress (NPRC) shall be formed as given bellow:

Proposed strength of National Peoples Representatives Congress i.e. NPRC is 3000

members. Proposed percentages of representation on the NPRC from the various

sections of the society is given here below which may be changed later if found

necessary.

NPRC shall be a continuous body. Participating organizations shall have

democratic and participative culture and shall decide the mode of selecting

their representative and duration of membership. Elections for geographic

constituencies shall be evenly spread throughout year with normal tenure of

five years for each representative.

After the formation of NPRC its members shall elect committees for different

subject matters like home, finance, industry, defense, commerce, culture etc..

These committees together shall be called as National Executive Council.

Strength of NEC shall not exceed 300 members. Chairman of NEC shall have powers

similar to that of Prime Minister and Chairman of NPRC shall have role similar

to that of President.

Formation of congresses and executive councils at state, town and ward levels

shall be on the similar lines with less numbers of representatives.

It is expected that the representatives shall progressively participate from

ward level to National level with growth in experience and capabilities. Any

change in leadership shall be smooth. The system shall value the performance in

the long run and help in development of professional, mature and dedicated

leadership in our country.

Important Points to note :

1. Caste considerations shall become irrelevant in the NPRC.

2. The composition of NPRC is proposed with the aim that good

professionals and competent persons shall find it easy to become members and

use their expertise for National development.

3. With the involvement of participating organizations programs can

be successfully implemented even without support of the Government machinery.

4. NPRC shall develop superior leadership with wide participation of

citizens in the political process.

5. Right to call back representative can be easily exercised because of

participation of different associations in the process.

There are many more advantages of the proposed system if it replaces present political system

Moreover we shall be able to set up this structure without participating in

elections or without any confrontational activities.
