Dear Friends,

 

We invite all of you to participate in this great exercise to develop "Shared

National Vision" for our great country.

 

All of us feel that there is great potential in our country, however we also

know there is no shortcut to hard work.

 

We also know that hard work is useful only if direction is clear. We develop

sense of direction when our vision is clear and it is supported by knowledge.

BNA wish to create shared vision for NavNirman of The Great India with the

participation of concerned citizens.

 

In this exercise, we from BNA shall outline its vision of The Great India and

other interested persons shall also send their own vision for open discussion

and constructive criticism.

 

Initially we plan to communicate our vision on following 5 areas:

 

Civic Arrangements Economic arrangements Political arrangements Judiciary Education

In this mail we wish to outline our vision for civic arrangements.

 

BNA envision that there shall be total decentralization of authority and power

shall flow from down to up.

 

There shall be participative state authorities at ward level, town level,

district level, regional level and national level.

 

For an ordinary citizen ward level and town level authorities shall be the only

government for all practical purposes. These authorities shall be responsible

for meeting almost all needs of the ordinary citizens. This shall translate

into following arrangements:

 

Within the guidelines prepared by higher level authorities, ward level authority

shall be responsible for and authorized to control following activities in its

area:

 

1. Town planning and layouts, they shall be responsible to make adequate space

available for socialization, entertainment, education, games & sports and other

civic needs.

 

2. Water supply and shall build its own distribution reservoir and control water

distribution to individual homes.

 

3. Sewage treatment and disposal, waste water treatment and re-circulation, they

shall have their own treatment plants.

 

4. Quality of supplies in shops, they shall inspect and conduct tests.

 

5. Electric power distribution, they shall receive H.V. electric power and shall

have their own power receiving and step down sub station.

 

6. TV cable connections, they shall have control on entertainment cable channel

selection and charges.

 

7. Local security, they shall maintain a trained security force for maintaining

law and order in its area.

 

8. Medical services, they shall maintain their own medical setup with paid medical practitioners.

 

9. Citizen's ID card and passport, they shall be the main authority to issue these documents.

 

10. Collection of taxes in its area, including income tax (Nature of Income Tax

shall change which we shall discuss during discussion on economy)

 

11. Educational facilities, they shall provide for necessary educational

facilities and facilitate quality education.

 

There are still some other arrangements which we shall explain later in the

discussion, as they are more concerned with economic arrangements, judicial

arrangements and political arrangements.

 

The arrangements proposed here are backed by measures to reduce civic

expenditure, improve effectiveness & efficiency, and provide scope for

individual creativity to achieve excellence.
