How Opportunist The Pakistani Military is?: There aresome limits for

selfishness and opportunism but thereis none for the Pakistani Military. They

toppled NawazShareef Govt. for Lahore Accord and on Nawaz'sdispleasure on

Kargil Mis-Adventure. MilitaryLambasted Benazir Bhutto for her so-called

corruptionand hounded her husband for the same but behind thescene the Pak Army

is undoing what it had been doingsince last 50 years. They have betrayed

Talibans,so-called Kashmiri Freedom Fighters {both of whom usedto backed by the

Pak Army} and they are now thevirtual lickspittles of the US Govt. and

interview with Makhdoom Javed Hashmi,acting president of the Pakistan Muslim

League-N: Q: It is said that the PML-N government fell becauseof the Kargil

episode. Is it true? A: Our Track-2 policy with India was on. Nawaz Sharifused

to say that being a Kashmiri as well as aPunjabi, he was in a better position

than others totalk to India, and he tried to normalize relationsbetween the two

countries. All discussions held bygenerals with India remained inconclusive.

Wheneverthe generals held talks, the end result was war. Butwhen politicians

held talks - whether they were usefulor harmful - there was Shimla Accord and

the LahoreDeclaration ...Talks were being held on removingtravel restrictions

on Kashmiris by softening the Lineof Control so they could interact with each

other andhave inter-marriages. It was under discussion that this process

wouldcontinue and after about five or four years, their(Kashmiris') opinion

would be sought. India wouldreduce its army in Kashmir - perhaps bring it to

fourlakhs or two lakhs or even one lakh from seven lakhs.We were ready that we

will also take steps to stopinfiltration by encouraging the local

Kashmirileadership and, ultimately, they would decide theirown fate or destiny.

These things were going on, but three men generals)had reservations - with the

aim of taking revenge forthe Indian incursion in Siachen. However,

theleadership was never consulted for planning an action.They never felt that

it was required. When Vajpayeecame, there were several symbolic things. Number

onehe came by bus. India was not talking from a positionof strength or

hegemony. They wanted to talk from alower level while today they want to talk

from aposition of strength. Secondly, he (Vajpayee) stoodbefore

Minar-i-Pakistan and accepted the reality ofPakistan. Kargil was discussed at

the DCC (DefenceCommittee of the Cabinet), and Shujaat Sahib has saidthat Nawaz

Sharif left the meeting saying why he was not informed (about theoperation).

What more proof can be there of the factthat the prime minister was not taken

into confidence?It is strange that you are attacking such a big enemyand you

are not taking your prime minister intoconfidence. Later, when this had

happened, all thethree (services) chiefs were present and theyregretted when

they came under pressure. Theyapologized to Nawaz Sharif, saying that they

hadcommitted a mistake: we could not inform you. I havesaid this ten

times...and no one has contradictedthis. When he (Nawaz Sharif) came back (from

theUnited States), Pervez Musharraf received him and saidyou saved not only the

country, but also saved thearmy from disgrace by putting your own career

atstake, and that the army would never forget thisfavour. Q: Then what caused

the misunderstanding between NawazSharif and Pervez Musharraf? A: When all

these things were going on, they wereafraid and feeling insecure, as they knew

that theyhad done all this. But he (Nawaz Sharif) said thatwhatever has

happened, he would not destroy his ownarmy. Q: What was behind the appointment

of Gen ZiauddinButt as the new army chief? A: That was at the last moment. It

was a pre-emptivemove. I was with Nawaz Sharif in the last air travelto Multan,

where he received information that a lot ofchanges were taking place. Security

and everythinghave been changed at the PM's house. We were atShujaabad. I was

the only cabinet minister who waswith Nawaz Sharif at that time.

Government officials and experts have beenclaiming, the highest claim being US$

2-3 billion. Incontrast, what the US has offered to Pakistan so far,a US$ 1

billion write-off of loans, looks like asspoon of tomato ketchup in place of a

full fledgedstate banquet.
