Some are covers for the intelligence agencies of the countries they come from. This is usually easy to see by examining their membership or their funding. Under the guise of protecting human rights, which may be of minorities, religions, individuals or certain segments of society, or even free trade, such organizations work their way into certain countries or regions and then try to impose their own ideas of how these groups should operate, taking over the political, intellectual or social leadership from the native people themselves. They often have a condescending, big brother attitude which rejects traditional wisdom and indigenous cultures in favor of so-called progressive and modern values and practices. The human rights card gives them an appeal, almost a sanctity and often prevents people from looking into their real motives and actions. Such groups are often an extension of the old colonial 'let's civilize the world in the western model' vision, thinking that western democracy, free trade or individual human rights, which are basically materialistic models, are the answer to all problems. They are often destructive of traditional social orders, older traditions, and non-western value systems. Of course, some of these groups do good work and are genuinely seeking to be of help, but they are unfortunately a minority. We should be aware of these groups and how they operate and not confuse their cry for human rights, which may just be a cover, for what they are really doing.
