At Guru Prem's posture training workshop (he is the most exacting person on the subject of posture that I know of) he said that heel in the perineum is the ideal, most correct, posture (pressure at the perineum stimulates the upper glands and helps move apana upward). Note that toes of right foot should be right next to left knee. Sitting on the buttock is the second choice - we do have to conform to the specifics of our bodies, and it is good to have alternate positions to work with. He also suggested an alternate mudra: upper arms parallel, elbows together, bent at 90 degrees, palms together - this stimulates the upper glands tremendously.
