A good legal substitute would be mate' Both of these have substances that are akin to caffeine which is a vaso-dialator. The theobromine in black tea is not as effective since one has to drink more of it to get the same effect. If I were suffering from altitude sickness, I would drink plenty of water and "cheat" a little by succumbing to a (cheap, legal, and very available) strong cup of black coffee.
