I don't know really why she wakes up again... But my deep intuition is that kundalini slings or rebounds from one pole, the base of mount Meru, to the other, the Supreme Shiva, in a cyclic way in an attempt to create the perfect Universe, the True Horizon, the perfect Sun. In the Veda, the process of involution (or creation, the Moon) - Brahma - where Shakti vomits what she has swallowed; the process of maintaining the creation (The Sun) - Visnu - where Shakti rest in the last and grossest Tattva; and the process of evolution (dissolution, the Fire) - Rudra - where the Goddess swallows again the entire Universe; these three process are said to be cyclical. And within the higher Cycle are smaller ones. The Moon, Sun and Fire forming her three eyes or three Shaktis also called Lady of Lust (Kameshvari), Adamantine Lady (Vajreshi), and Flowery Vagina (Bhagamalini).
