I was almost panicky waiting to inhale as quickly as I could." --Research, next time where this 'panicky waiting to exhale' comes from. I noticed this to a few years ago while doing One Minute Breath meditation. I soon realized that if you stay with and include the feeling that the 'fear' subsides--and I really believe its First Chakra related-and the Higher Self takes over. This panicky feeling is our primal survival instinct, and I still get it occasionally but if you just stay with the breath and accept the exhale for what ever it is, ragged, short, choppy, and go to the next inhale, you'll be ok. In other words let the meditation do its work. I think many people get that panicky feeling and just never do the meditation. Or they are inherently frightened of any meditation that controls their intake of oxygen altogether, like some are 'frightened' of shoulder stands etc..
