It's described at the end of the Sacred Nitnem (Doabia Brothers version). He assays your deeds and decides whether you come back or get to ascend. In past times people had Faith (and I'm told a larger Thymus Gland). In this Kali Yug, we have lost Faith and hence all the darkness. That means bound by cause and effect, bound by the momentum of the past. That's why change is so hard and always seems to come with much effort, pain and struggle. Only a small percentage of people can see past his lordship's rule. However, the kali yug is also broken up into a descent and an ascent - it is the turning point for the ages and the cycle of time. We are just now turning the corner from the descent into matter, toward the ascent into spirit. We will leave the past behind, and as this corner is turned more and more people turn toward the light and want to free themselves from lord kal's grip. As we turn the corner however, matter exercises a great weight, a gravity that is very difficult, very exhausting to pull away from.
