Wahe Guru! I have also been taught two versions of Jalandhara Bandha, the throat or chin lock. They are exactly as you describe: One is where you just slightly pull the chin back, to align the neck/cervical spine with the rest of the spinal column. The other is where you extend the chin forward and then tuck it down. Sort of like craning your head over a railing or bar and looking down. The first one is the one we usually apply in Kundalini yoga and especially meditation to ensure a straight spine so that the energy can rise smoothly all the way to the crown of the head, which is facing straight up. One reason we wear turbans/head coverings is so too much prana/upward flowing energy does not fly out the top of the head. Now the second one is applied for this same reason only more so -- to keep the energy inside the body, to lock it in. It is applied during certain practices of pranayama, especially during puraka kumbhaka, which is the retention of the breath after an inhalation. The spinal alignment is interrupted, the crown is tilted forward, to prevent the energy from flying out, and so you can recirculate it downwards. Also there are several variations of Mahabandha where you apply all the locks of the body in an asana, where this variation of Jalandhara is prefered to lock in the energy. The point of Mahabandha and this version is to keep the energy locked into certain points in the Sushumna/spinal column. The first one is done when you are moving the energy upwards and do not want to block the Kundalini rising.
