It was sage Swetaketu, uncle of the celebrated Ashtavakra who imposed the present restraints on women because he was upset when his mother walked out of his home with another man in front of his unprotesting father. This story is detailed in a book called "Tales from the Upanishads" if I remember right, published by the Bharatiya Vidya Bhavan. In another book, Tools for Tantra, by Harish Johari when he draws the paintings for the goddesses of the Dasamahavidyas, all of them are drawn with the sacred thread. I dont know what the source for his drawings are but he is one of the few people familiar with authentic tantric teaching.
