I can only guess it has something to do with the CPI-ML (Communist Party of India - Marxist-Leninist) governments in those two states, not because of substantial numbers of beef-eating Christians and Muslims. Strong political influence of christians and muslims. 3. People just don't care. Couple of months ago I was there. I spoke to people about the general cruelty to animals. Making them walk for miles and miles with no water before killing them. Twisting their tail to make them get up and walk when the exhauted cows try to sit down. Extreme cruelty. Generally I got no response. People just politely listened, that's all. They didn't disagree. I felt that most people just don't care or care enough. That includes hindus.
