It's just one of about 25 states in the Indian federation. The Communists are a major party in Kerala's state legislature. (The Communist party is also popular in the state of West Bengal.) Indian states have powers similar to a US state or Canadian province. New Delhi is not in a state, but is the Union Territory of Delhi, like the District of Columbia. I've wondered whether the relationship could be the similarity between the Vel that Goddess Kali holds and the Communist sickle. Anyway the value of caring for all people regardless of caste would seem common to both worshippers of a divine mother and communists at a speedy glance. It would take more investigation to see the materialistic basis for Marxism/socialism and decide whether that was one's preferred direction.
