It is usually from early morning 3:30 - 5:30 am (approximate). This time is the best to say any prayers or do any kind of spiritual activity. In the past, all the great sages (maharishis) used to wake during this time, have thier bath and offer prayers to the lord. It is also said that this is the time when humans are at their best in concentrating ability. Even Swami has said something along the similar lines. Brahma muhoortham is generally between morning 3 am and the time before sun rises. All the vibrations thatexisted the previous day are completely nullified through the night's calmness. Beings of every kind are asleep. And specially man who pollutes the atmosphere with his thought vibrations has not yet risen. When we wake up from sleep, our body is fresh (like rebirth) with no thoughts or all thoughts already sublimated in the sleep. When we chant any mantra during these hours it has more effect in channelising the mind, since the mind is still dormant. This chanting will enable the mind to remain dormant through out the day. Along with rise of the sun, all kinds of vibrations inclusive of our own mental vibrations start impounding us. Such impounding effect is not present in the Brahma Muhoortham time. Further, this morning time is normally flushed with abundance of oxygen from the ozone layer above us, thus energising our prana. All these are the main reasons for sticking to Brahma Muhoortham. This period holds special significance because of Human Brain is said to be at its clamest and least disturbed. And a person concentrating on God / Mantra would be able to do most effectively , which in turn give us the due benefits. Another belife is that "GODs" are most receptive to our prayers during this period. Now other times are Rajasic and Tamasic where all beings from animals to human are in search for food and work and then after 8.00pm night (sleep) it becomes Tamasic.So perfect timing for meditation and Japam is Brahma Muhirtam why ?to make it short because that is the time all holy sages have been meditating from ages ,that time is very conducive for our souls as it helps us to concentrate more along with the sages vibrations.Also our body and mind is fresh and rejuvineted as we can concentrate on God in silence and in pleasant atmosphere. Now to your question other times is it less effective? well other times are not less effective but in the beginning there must be disciplne so there should be a fixed time to train your mind and that time is early in the morning.When you train your mind at a fix time then that practice will help you to contemplate any other times of the day.We need to start first with support then you can ride the bicycle anyhwere so same concept here first early morning pillar support is required to be more effective .As swami said that we cannot get cows milk by pulling ears or tail ,only by pulling the udder we get the milk ,so also we need a fix time and place to feel the presence of God. Overall sister we need disciplined effort for our spiritual progress as swami said "Japam and Dhayanam are for acquiring one pointed attention on the Lord,for casting off sensory attachments and for attaining the joy derived from the basis of all sensory objects .".So concentration is the foundation of all successful endeavour.
