Hare Krishna,

 

Its very simple since Shiva is a pure devotee of Krishna, he has the

capacity to give liberation owing to his devotion to Krishna.

Vaishnavam yatha Sambhu. Shiva is mahajan of bhagavata school.

 

And its a very famous saying that pure devotee can deliver the whole

world because him being blessed by Sri Hari he can grant pure

devotion to those faithfull in Lord.
