In response to your hypothetical situation I would say that spiritual development should always be given priority in all situations. Reporting a crime is not necessarily service to Krsna but could be seen as service to the the government or society in general which is at best in the mode of passion. Prabhupada says passion causes distress and the illusion of sense gratification. Prabhupada said that criminal activity, wars, starvation etc can only be solved by chanting Hare Krsna because everything is based on personal consciousness. The Mahamantra brings enough material protection to further develop Krsna consciousness. Anything other than that is maya.
