I once asked an old non institutionally affiliated gaudiya vaisnava sannyasi

in the streets of vrndavana that same question. he answered both questions

as affirmative. yet he said (of question 2) that it is quoted, yet rarely.

 

the B.R.Sridhara swami "gaudiya sarasvat math has reprinted a bangali

version of that book as well. so it is an accepted sastra for gaudiya

devotees to read and quote from.
