Krishna IS Narayana.When the Lord incarnates, He incarnates with all His expansions(amsa-bhagena). Hence, there is no problem in saying that Krishna is an amsa or avatara of Ksirodakasayi Vishnu or Vamana deva or Garbhodakasayi Vishnu (who is the Narayana in GTU 2.32) or Narayana Rishi etc.Numerous quotes can be found in various sastras that Krishna is an avatara of the afore-mentioned expansions and all these statements are true.But the Gaudiya Vaishnava acharyas have given the most confidential meaning, that He is the original Personality of Godhead who manifested the most wonderful qualities and mellows. The same GTU later states how Krishna is the top-most form to be worshipped and how He is the supreme personality of Godhead.It should also be noted that the Purusha avatara Maha-Vishnu who expanded as Garbhodakasayi Vishnu is also one of the avataras, hence, there is no problem in including Krishna in the list.
