It will be an ISKCON temple under Badrinarayan's direction, oerseen by a board of local Indian members (they're financing it), and he hopes to make it the most important Hindu temple in the San Diego area, which is why they're planning on temples for Balaji and Srinathji. The main temple will be for Sri Sri Radha-Giridhari. Worship will be according to ISKCON standards, as well as can be maintained. They still need a lot of money to continue work on the project. I am not aware that the "shrines", (as described on the web site) of Lord Shiva and Ganesha are part of the Gaudiya Parampara- I know for sure that Srila Prabhupada did not recommend it. In my view once you mix traditions you lose purity as well as pure message of Srila Prabhupada. However I still feel Sri Radha-Giridhari knows what He wants and that He will inspire right people to do right things. Hari Bol.
