What about following? Nectar of Devotion, chapter 7: The six agents of sense gratification are the tongue, the genitals, the belly, anger, the mind and words. Anyone who has practiced controlling these six is permitted to make disciples all over the world. Sankarshana prabhu has done a good job of bringing that to our attention. There is little room to doubt that Prabhupada, following in the footsteps of Sri Chaitanya, concurs with the Lord's vision that a person from any varna or ashrama can become a siksa, diksha or pradarsaka guru if he is fully conversant with the science of God. Prabhupada further emphasises the importance of this point by stating that" Unless we accept the principle enunciated by Sri Chaitanya, this Krsna Consciousness movement cannot spread all over the world." Since it was Prabhupada's utmost desire to spread KC worldwide, we can easily understand that he came to the west on the order of his guru to teach the candalas and mlechas how to become pure brahmins ,who understand and are conversant with the science of God, and who will one day, after he has left the planet, take on the duty of initiating others into Krsna Consciousness. As much as we would like to think differently, especially with the mess created by the first zonal acharyas, Prabhupada's message is quite clear. Even Prabhupada himself had trepidations about implementing this order, when he responded to one question concerning the authorization to create full (diksha) gurus after his departure; he said " what can I do?". So it was his desire that the order of Sri Chaitanya Mahaprabhu be carried out after his departure, but he knew that we were, at that time, too immature to accept the exalted post of diksha guru. Still,it must be done. Therefore, because it is the will of the Lord, this order will be successfully carried out and those who were previously mlecchas and chandalas will one day be shining examples of siksha, diksha and pradarsaka gurus, helping to spread the all important message of Godhead to the fallen people of the Age of Kali.
