And, unlike the authorization to accept disciples, no required qualification is given and it is not recorded anywhere (except in the memory of Tamal Krishna Goswami). What do you mean by "specific"? Are you expecting a public fire ceremony authorizing a devotee to accept disciples? If that is required, then Srila Prabhupada indeed did not authorized anyone to be guru (or ritvik). Or is it sufficient if Srila Prabhupada privately said, "you do as I have done" (not recorded anywhere)? Who is the authority that determines what is an authorization and what not? The GBC, Bhakta Joe, Krishnakant, or who?
