No, not according to me, but seemingly according to what Srila Prabhupada

wrote in his books. The explanation is that he can engage others to observe

and then report to Srila Prabhupada who then decides whether he wants to

initiate the devotee or not. Even after July 9, 1977 he still could decide.

And of course he observed his representatives. But after Srila Prabhupada

left us, he can no longer decide to not initiate a disciple or observe the

representatives.

All your quotes refer to siksa (instruction by sound vibration). I

completely agree with you that for siksa the physical presence is not

required. The quotes I gave refer to diksa (initiation).
