We should consider what Srila Prabhupada meant by "henceforward" because he may have understood it in a different way than Tamal Krishna Goswami. If you search "henceforward" or "henceforth" in the Vedabase, you will find that Srila Prabhupada sometimes meant "for an indefinite time" or "forever". But other times, especially in instructions in letters, it is clear that he meant "from now on for a limited time" (e.g. "Henceforward you can send all contribution to the above trust fund"). Now look at the July 9th letter. There it says: "Temple Presidents may henceforward send recommendation to whichever of these eleven representatives are nearest their temple". If in this letter "henceforward" meant "forever", then this meaning would have to be applied to the whole sentence, including "these eleven representatives". But this would not make much sense because these eleven representatives will not live forever (like in above example the trust fund will not exist forever). Therefore in the July 9th letter "henceforward" does NOT mean "forever".
