Here is the quote again:

 

The six agents of sense gratification are the tongue, the genitals, the

belly, anger, the mind and words. Anyone who has practiced controlling these

six is permitted to make disciples all over the world. (Srila Prabhupada,

NOD, chapter 7)

I meant the system that is shown at the end of the introduction to the

Bhagavad-gita.

When and how?

Let us hypothetically assume that he did not authorize his disciples to

succeed him as current diksa guru links to the disciplic succession.

Was he authorized to do so and in this way stop the system that is described

at the end of the introduction to the Bhagavad-gita for example?
