Srila Prabhupada has never mentioned a permanent ritvik system, not even once, not even in the July 9th letter. Where did you see that instruction? You found it only in "The Final Order". But please note that its author did not follow Srila Prabhupada's instruction when trying to understand Srila Prabhupada's words, and therefore TFO is not authorized, although it makes sense. The mayavada philosophy also makes sense, but if you listen to a mayavadi, you are doomed.
