The answer is simple: Indian culture taught that every woman was to be

addressed as "mother".

 

It's still in vogue, as you point out, in your native Orissa.

 

It's also in practice in many other places in India. In Andhra Pradesh,

women are called "amma gaaru", "Madam, Mother". In Tamil Nadu, "amma",

"mother", and sometimes for small girls, "chinna amma": "small mother".
