I guess my reply comes rather late, but...

 

I would say that all the quotes should be with diacritics. And for proper

names, concepts, book titles you can use transcription (no diacritics), but

it would be nice (and academically proper) if you add the transliterated

form (that is, with diacritics) in parentheses the first time a name or

concept appears. For example, on page 3 the name Krishna appears the first

time. So you add in parentheses KRSNa. To be thoroughly consistent, you

would have to add the transliterated form even when it does not differ from

the transcribed, as is the case with bhakti.
