None of us things > she's cruel and that someone should have called police on her.(LOL) I have seen this kind of beating(loving manner) for Lord Jagannath during Ratha Yatra in Puri dham. Sometimes the Lord doesn't move so the Daitapatis show the stick to the Lord for HIM to move.
