Florida election officials are unlikely to take up Fidel Castro's offer to provide neutral obsevers even though many residents of the state were born in Cuba .There is no precedent said a spokesperson and also no president offered Fidel . UN Secretary General Koffi Annam is preparing an interim administration to run the country ."It is not unusual for nations to have difficulties making the transition to democracy" said Kofi "and this year we have already provided teams for Burkina Faso,Upper Volta ,East Timor and the Ivory Coast" However Kofi was rebuffed on his suggestion that UNICEF could provide educational services to American voters .The head of UNICEF stated that although lack of voter education has contributed to the current problem there are nearly 200 million eligible voters in the U.S and it would take nearly 2 years budget to reach them all .By that time they would again be having a full congress election . This disappointed the Republicans who repeated Bush's statement on the campaign trail "the question on education is is our children learning ." A spokesperson for the Organisation for African Unity stated that in many of our member nations the chief has to prove his potency by marrying 200 wives . It is clear then there is no replacement for Bill Clinton he added. While the Democrats ask Bush to make good his campaign slogan to be a Uniter rather than a Divider by standing aside an unusual suugestion that since Gore won the North and Bush the South that the country be divided is unlikely to be adopted ."This was tried before and it didn't work" said a spokesperson for Bush.
