Vimshottari dasa from Moon/ Lagna

I read a post recently indicating that Vimshottari dasa commences from Lagna or

Moon ,depending upon the stronger of the two. This strength is decided by the

greater number of planets in quadrants from the two.

But, what happens if Moon & Lagna are in 1/7 position or quadrants from each

other. In that case both will have same number of planets in quadrants. So, do

we apply other sources of strength or start the Vimshottari dasa from Moon-- as

per normal practice ?
