Saturn which is very malefic for Cancers is right near the Lagna. The mental function is effected by Rahu in the 4th. Moon is is the last degree of it's debilitated sign so is without any strength. Sometimes when the Moon is weak a strong Mercury can compensate but here Mercury is on the Rahu Ketu axis giving unstable thinking. The malefic Saturn is aspecting the stellium in the 10th. Drug abuse would of course aggravate the situation. Reassure the parents that their daughter was born with difficult karmas to work through and that it is not their fault. In such cases prayers can be offered to Lord Visnu and audible japa recited in the presence of the daughter.
