Yes, heaven and hell can be considered manifested forms as well as our universe. This implies that there is someone who controls the manifestation. There is a theory among certain circles that describes the dynamics of the heavenly realm, or pure consciousness. The dynamics are similar to the relationship of the knower, the process of knowing, and the known. Through this dynamic relationship, manifestation of form occurs, whether in spirit or matter. In other words, the form of manifestation can occur in infinite ways depending on the will of the Knower. In this universe, that we know of, there is evil. But there could be other universes in which evil is absent. The vedic literature has a graphic image of this idea by describing Vishnu in a state of slumber in the causal ocean. As he breathes in, all the manifested universes are destroyed. And, as he breathes out, infinite forms of universes are created. This brings us to the idea of Brahman from vedic literature and rephrased by a Father Merton, a Catholic monk. He said that the Creator is infinite and at the same time He/She is Not. A conclusion drawn from the above speaks of 11 dimensions, of which humans can perceive only 4. It's strange when Physics and Metaphysics conform, even if only in theory. Just like when Catholic and Vedic philosophies conform (again only slightly - where Heaven and Hell could relate in varying degrees to the lokas and to one's level of consciousness/perception).
