Birth time: Actually birth time correction or verifying the birth time should almost always be applied because an exact chart including the sensitive areas like higher D-charts, special ascendants, Dasa Pravesh charts etc. will be correcxt only if the input data (i.e. time and place) are highly exact. There's a number of reasons why the exact borth time may not be available: - The doctors didn't know that the time to be taken is that of cutting the umbilical chord - No one cared to note the actual time, so it's not exact - The time measuring instrument was inaccurate - The birth data were destroyed or unknown. So practically no chart is guaranteed to have the correct time unlesss verified astrologically. As for planetary strength, there's a lot of other sources for strength. There's Vimsopaka Bala, Amsa Bala, residential strength (Sphuta Bala), Ashtakavarga Bala, etc. Also Jaimini gives another way to determine the relative strength of signs for determining starting Dsas etc. All this is described in Narasimha's book, and I think an extract is also given on his website.
