The axis of rotation of the earth is not perpendicular to the plane of its travel around the sun but inclined at an angle of 23 deg. from it. This makes the plane of the ecliptic inclined at 23 deg from the equator. so when the Sun is at 23 deg north of the equator it is at the Summer Solstice and it is summer in the northern hemisphere and winter in the southern hemisphere. when the Sun is at at 23 deg south of the equator, the Winter Solstice, it is winter in the northern hemisphere and summer in the southern hemisphere. The seasons change with the apparent change in the latitude of the Sun. 2. The phenomenon referred to in the question occurs only at extreme northern and extreme southern latitudes. Around the time of the Summer Solstice, the north pole is inclined toward the Sun and it apppears not to set, or travel below the horizon at extreme northern latitudes.At the same time the south pole is inclined away from the Sun and it appears not to rise above the horizon at extreme southern latitudes. Around the time of the Winter Solstice the reverse is true, the Sun does not rise in the extreme north nor set in the extreme south. These phenomenon are a consequenseof the inclination of the ecliptic at 23 deg from the equator. 3. The fixed or non-moving bodies are fixed stars that define the Rasis and Nakshatras, the measurements of the zodiac, while the moving bodies are the grahas. It is the positions of the moving grahas within the background of the Rasis and Nakshatras at the time of birth, the timing of an event, or the asking of a question which qualifies that moment of time astrologically to give a certain result. The grahas are agents of astrological interpretation while the Rasis and Nakshatras are the field in which the grahas operate. 4. My own chart has a Lagna of 24 deg Taurus which means that 24 deg Taurus was on the eastern horizon at the time of my birth. Therefore 24 deg of Scorpio is on the Descendant and from 24 Taurus to 24 Scorpio was below the horizon while from 24 Scorpio to 24 Taurus was above the horizon. My Latitude was at 39 deg 57 min North of the equator while the Longitude was at 75 deg 10 min West of the Greenwich meridan. the Sun was at 29 deg 56 min Cancer which is below the horizon giving a night birth. The Moon was at 12 deg Taurus putting it just above the Eastern horizon. The month was August, in the summer and the ayana was Dakshinayana, the southerly travel of the Sun.
