Why we celebrate Makara-Sankranti on 14th Jan ?

I have a question in regard to Makara-Sankranti Celebration.

 

Why we celebrate Makara Sankranti on 14th Jan ? I know it is because Sun changes

its transit direction from Dhanu to Makara Rashi on 14th jan and it is moving

slightly towards Northern Hemisphere. But , before Britishers came to India, we

were not aware of 14th Jan OR Makara-Sankranti ?

 

We usually celebrate each festivals based on moon transit and there are specific

meaning, why 14th jan for Sun ? why not anything for Mars or Guru's change of

Rashi ?

 

How do we decide sun change Rashi on every 14th but not on any other date ?

Please explain and clear my short-sightness.
