Since Budha is in the 1st, this forms a Parivartana Yoga. The lord of the 5th, Kuja, is Neecha in the 8th, but gets Neecha Banga by being Vakra, and also because Guru, the graha which would be Uccha in the concerned house, is in a Kendra from Lagna. He is running Sani Dasa [Apr 1999 - Apr 2018] and Ketu Bukti [Dec 2004 - Jan 2006]. Sani is aspected by Guru, the Lagnadipati, and this will remove some of his malefic nature, but Sani owns the 2nd, which is a maraka, and it is generally not beneficial to have Sani in Lagna. Sani also rules the 6th from Chandra Lagna, which concerns debts, litigation, and anguish. Sukra doesn't seem to play a major part here because Sukra is over 19 degrees from Sani. However, Sani is in Sukra's nakshatra. Additionally, Dhanur is a Common sign, and the lord of the 7th, Budhan is a badhakadipati for him. Since Budhan is within 4 degrees from Sani, it will influence Sani's dasa, and keep putting obstacles in your father's way. Budha is also the Atma Karaka, and since he is inimical, I think that, throughout his life, your father may have been overcoming various hurdles. Concerning Ketu Bukti which has just begun, Ketu is in the star of Chandra, the lord of the 8th. It is aspected by Sani, and this means that Sani's hold over the current dasa/bukti is strengthened. Chandra, which is subject to Papa Katari Yoga by Ketu and Kuja, also spoils some of your father's luck by being in the 9th as the lord of the 8th. The 8th concerns delays and defeats. Additionally, since Kuja, a Neecha Graha, aspects Surya, the lord of the 9th, this could again hamper luck because the aspects of both uccha and neecha grahas are bad. Though Kuja is getting Neecha Banga, it will spoil some of the significances of its own houses, the 5th and the 12th, because Neecha Banga is never 100%. You have asked if this can be seen as a loan, but it is his own money, so it doesn't seem to fit the description. But, people save money as an insurance against future danger. Ironically, the 8th also concerns insurances. Maybe, this explains it! Still, this is just one possible cause, though it seems quite probable. Looking at Vimshopak, Sani's figure is pathetically low, and stands below 8. This could also mean that the Dasa will be disappointing. Insofar as Gochara is concerned, Guru (2) and Ketu (3) are both favourable, while Sani (12) and Rahu (9) are not. However, as per Shri BV Raman's book on his experiences in astrology, Sani's Dasa, coupled with his 7.5 year transit, is not terrible. They have received a small amount back this year, but the bulk of hte money is tied up as the government slowly starts to give the deposits back. My knowledge of astrology is pretty impractical :-) and has been focussed only on issues that I was interested in, i.e. kids, family, spirituality, career etc, so I am afraid I don't know how to decipher this problem.
