It is a Neech Bhanga Raj Yoga.The rule to be employed in this case is that, the debilated planet should be either in a quadrant from the Moon or lagna, and in this case it is so on both counts. Further the sign of debility's lord must aspect this house, which Moon does on virtue of it being in Cancer it self. There is definitely Neechbhanga raj yoga because the debilitated planet (Mars) is in conjunction with the Lord of Cancer (Moon). The fact that they are in a quadrant helps the situation a little more. Of course, even with this Chandra Mangal Yoga , the dasa or bhukti of Mars will still not be an easy one because he is debilitated. However, moon's effect on Mars will be beneficial and might soften the impact. In the above case for Capricorn lagna, had the Mars not been posited in sigh other than the result of the 7th House and Lord Moon would not have been disturbed. In this case the debilited planet is Mars the 4th Lord (significator of landed property, mother/mother-in law/placity of mind) is negatively influencing the 7th House(marital relationship/partnership in business). Being in own house Moon only can protect the results of 7th house, but it is quite unable to protect the significations of the Mars(courage, initiative, mental composure and concentration, of being in a mature ego state). thus during Mars dasa, the results arising out of weakness of Mars are not being not countered/altered by the strength of Moon, the person fails as regards the signfications of Mars, which will yield below average results. So when the results of a planets in its dasa a result of a planet in a dasa is just below normal. How can one expect to get Raja Yoga or superior result ! We should be more practical while dealing with such situations to be on the safer side. We can say the debilitation to have been cancelled only if some extra-ordinarily good results is expected during the Mars period. OR When the lord of the sign, where the debilitated planet is situated, is in kendra to lagna and Moon. Given Example If Saturn (Lord of Capricorn - Mars exaltation sign) or Moon (Sign where Mars is situated) are in kendra to Lagna or Moon, then, the Neechbhanga Raj Yoga is formed. Saturn's position is not given in the chart, however Moon position suggests that it is a Neechbhanga Raj Yoga. Mars is the Lord of the 4th house and the 11th house in the given example. Lagna in Capricorn, is a moveable sign, therefore, the Badhaksthana is 11th house. Mars, because of the neechbhanga, has become a powerful Badhaka for the native. Despite being a lord of kendra and losing maleficness to some extent, it is still a potent force. This native will have very strong views. The native will either treat a person as an enemy or a friend. There is no neutral ground with this person. (Ofcourse, all this is also dependent upon the other planetary configurations). Moon by itself is not a maraka, as the lord of the 7th. However, it lends that quality to Mars. The person shall try and control other people and stepping upon their freedom of expression. This will cause disturbances in relationships. Here is the Yoga is that the person concerned will become very daring, and that might cause the actual downfall of the person. The Yoga also, will help him overcome his enemies but will cause a period of struggle for him. An event like white water rafting, can be dangerous sport for this person.
