When the child is born at that particular moment of birth in which sign is his/her moon placed and in which constellation is it placed that constellation planet becomes starting of Vimsottari dasha. For example, say that the child is born in Dhanu rashi (moon in saggittarius) and Moola Nakshatra that means moola nakshatra is the constellation at his birth time and moola nakshatra is ruled by ketu and this mahadasha is for 7 years so starting of vimsottari dasha in that child's life is with Ketu.
