I will tell you one thing-I know two people born on the same Diwali morning (same year)-Just difference of 1/2 in birth time BUT so much difference in their fate. In some years it falls on chaturdashi, a tithi before amavasya. I was born on night of diwali, but my horoscope has moon in virgo and sun in libra. my details: 19th oct 1971 00.10 Jodhpur 26N18 73E08 This year too, diwali will be celebrated on 1st november, again chaturdashi. Half an hour is enough numerous sub-divisional charts like navamsa, dwadashamsa, etc. These charts have more influence on a person's life than the janmalagna itself.
