I too am trying to formulate a method of distribution of nations on SBC or PanchaShalaka/SaptaShalaka Vedha Chakra, so that it is easy to pin point the nation and the direction on the hitlist! Your choice of Varaha Mihira's Brihatsamhita as the base is absolutely right. TSUNAMI is a Japanese word which means Tidal Wave(tsu=tide, nami=wave) and it is related to Chandra. So, Mihira's wet quake theory can be applied with SBC. If it can be combined with Cloud Seeding theory in the same work(Ch 22, 23) and Calamity(Ch 45) and so on, even cyclone and hurricanes seem to be predictable. BTW, what are your sources of information for SBC? I would really love to learn more about SBC, but sadly, information is not easily available! Apart from Agarwal's Mystics of SBC and another spiral-bound photocopied book on SBC, very little is available on this topic. If you have some good info on SBC, please do let me know.
