Shri BV Raman mentions this in his Cathecism of Astrology and says that this is caused by the mutual aspects of Uccha Grahas. (Eg: Guru in Kataka and Kuja in Makara; Sani in Tula and Surya in Mesha). It is also said by some that this happens when both Guru and Sani are Uccha. Then, Sani aspects Guru and plays a restrictive role.
