Electricity represents the flow of Current/Life in any matter. Hence Sun which represents the *life force* denotes it. Electricty causes heat which is represented by Mars. At the finer levels, Electricity is flow of Electrons and Ketu who stands for finer things or Sookshma represents it. Mercury may be a Conductor of Electricity as it represents Alloys or Mixed Metals. If it is not Combust(Retrograde or outside the influence of Sun) then it is not a conductor. Rahu which eclipses Sun is the one that extinguishes the life force provides insulation. Venus whose signs which are maraka in the Natural Zodiac, and where Sun, the Life Force, debilitates is another insulator. Just my 2 Cents.
