No, I think Shani does not get enough cancellation here.

Neecha banga is most bought about by Neecha adi pati(Mars),

Uchha adi pati(Venus), or planets who get exalted in neecha sign

(sun here). Any of these planets should be in quadrants to get naacha

banga. None of these are in quadrants so there is no banga for Saturn.

 

One way to understand is like this, Think of Saturn as Cold-Winter.

The way one can beat it is with Mars,Sun(Summer Season, use of heat

etc) or Venus (Spring Season)

Moon conjoined Saturn gives a little depressed mind. The debilitated

Yes There's Vipareeta raja yoga due to Jupiter going to 12th.
