In line with this I am unable to imagine the scenario of returning planet. Does planet with low degree has malefic effect? I am just thinking about the geographical behavior of planets speed. What is effect of planet transiting from one rasi to other rasi.ie Planet at the border position? I have Jupiter in Scorpio at 3 degree in 4th house. Does that mean, I need to strengthen the power of Jupiter. However I have Jupiter is in cancer and in 4th house in Navamasa along with Rahu. It's the position (in degrees, of course) of a planet reckoned in relation to a point on earth; the point being there where the native is born. The position is on the backdrop of the zodiac, which is a series of imaginary houses plastered in space. See the three enclosed line sketches; things might fall in place. Think of a horoscope as a photograph, a snapshot of the zodiac in time, captured at the instant of birth from the point on earth where the birth occurs. The speed of planets comes into play for predictions but has little to do with its position in a rasi when you're considering an instant. In line with this I am unable to imagine the scenario of returning planet. You mean a retrograde planet, don't you? Save for Ra and Ke, no planet actually moves backwards in the zodiac. But since they're all viewed in relation to earth, the position of earth along its path of revolution around the Su sometimes causes some planets to be seen as either stationary or backward-moving. It's an illusion, that's all, though this retrogression has significance in predictions. When you jog past a walking man, it would appear that the bloke is walking backward, while he isn't. Get it? Depending on whether a house is even or odd-numbered, planets with low degrees get to be either in baala or mudi avasthas, which directly affect how potent they can be. Use that, and the temporary beneficience / maleficience of planets to figure out the answers. Frankly, if you're a bare-bones beginner, avasthas can be studied at a slightly later stage. That said, there are three junctions in the zodiac, each 6-something degrees wide, where any planet can turn dangerous if placed. These are in the Cn-Le, Sc-Sg and Pi-Ar junctions, and are termed gandantas. It'll do your longevity good, since 8L is 9th from its house, but then children might become mediocre because 5L is in 12th from its house.
