The beginning of the New Year is when the Sun Transits into Aries. Depending on what time of the day the Sun transits, the New Year is celebrated on that day or the following day. Go check the archives. The Solar Ingress into sidereal Aries is the festival we call Pana sankranti in Orissa. This is our new year and also for all of India. The difference is in the logic behind using the same date or the next day depending on the time when the sankranti occurs. Do read that for more details. The weekday shall be determined by the weekday of the preceeding sunrise. Lets say it has occured at the 1:00 AM on 14th of Jan. But, as the day starts from 13th Sunrise to 14th Sunrise, at the time of the sankranti, the 14th has not yet commenced as the event has happened before the 14th sunrise. Thus the event shall be celebrated on 13th, as the event has commenced on 13th. Any more comments from others!
