Rahu is a very mean planet with destroying quality, very tamasic in nature. Thus when he joins the satvic Jupiter, the most benefic planet of virtue, dharma, he destroys this, at least weakens to a great scale. On the other hand the position you mentioned, is very good for spirituality I think. Ve being exalted in 8th, (3, 10 lords) with another spiritual planet ketu, ketu is strong too. The person is also likely involved in spirituality and fame and success etc will follow I think. Ke harms marital matter but for exaltation will not harm a lot. But Ve being 8th (Though exalted) would not be peaceful for marital matters, exlated Ve might give more than one lady coming in life seriously, also sacrifice and stress might be caused for the 8th house. Venus's placement in the 8th house itself is considered a yoga for sadhus. So a Venus -Ketu conjunction in the highly mystical sign of Pisces in the 8th speaks volumes for spirituality. However, Venus is exalted in Pisces (not Ketu), and an exalted Venus will surely heighten passions and desires. So, dependant on the rest of the planetary positions and aspects, you will have to carefully consider what will be the final effect.
