Are attributes applicable for every chart?

Dear all,

 

Are 3,6,8,12 considered dustana's in all charts like D1, D9, D2, D7

etc?

 

Also, should we determine the beneficience or maleficience of planets

for every chart. For example, can it happen that Saturn is strongly

malefic in D1 and weakly benefic in D9?
