As to Sun and Moon , being luminaries , they do not attract ashtamadhipati Dosha for Capricorn and Sagitarius, as they own Ashtam sthana for these two Lagnas. You have refered only Sagitarius, perhaps it is an unintended omission and so the detailed explaination.
