NO. Ashtakavarga cannot be used to determine strength for Vimshottari. Each strength determination is used for different purposes. Ashtakavarga strenght is not for this. For Vimshottari use quadrants from relevant sign. Kendra's are created by moon due to high/low tides. Try it couple of times with simple rules you learnt without bending them. But, Moon based Vimshottari may *sometimes* be more stronger (irrespective of strnght) for Profession related purposes due to dictum 'Chandra Karma Karyesh' i.e 'Moon is giver of Karma/Profession' as Moon is natural sustainer.
